Tried all of the suggestions here. Neither the digitrax controller or JMRI will recognize the engine and I'm unable to read, change or reset any CVs. Going to replace the decoder since I know that the engine works when I power it with a DC power pack.

I have a Digitrax Zephyr and 2 DT450 plug in cabs that I use to enter CV values. I also have JMRI connected so I have all of the features in the decoder available as well.
What command station do you have?
Try this. First, take ALL OTHER LOCOS OFF THE TRACK. Don't let one remain hiding in a corner somewhere. Any loco on the tracks will be programmed if you do what I am about to describe, so ONLY the problem loco should remain.
Select address 00 n the throttle.
Hit the Prog button until the display says Po for ops mode.
Select CV1, enter a value of 3.
Select CV29, enter a value of 6.
Exit program mode
Tip the loco off the rails to remove power then put it back.
Select address 3 and see if you can control the loco.

JMRI should be able to read or reset the decoder. If it can't read it you should see CV 7 / CV 8 no response message at the bottom of the screen. JMRI should have a "reset" block at the bottom of the screen. If it's reading you can read the addresses on the basic info screen and should detect dc or dcc mode.
If it runs on DC, it's possible that the decoder address somehow got changed. If possible with your DCC system, try reading the decoder address, or just re-program the decoder address and see what happens when you call up the engine.
I've got a sound equipped Walther's Proto 2000 GP7 diesel. Recently I have been unable to select the loco for use either through my digitrax throttles or JMRI roster and throttle. I hoped to reset the decoder to factory and have had no luck. In JMRI I get decoder errors.
The loco will play its engine sounds and I can move it forward and backward if I use an old dc powerpack on a separate track. But if I put it on the layout, the startup engine sounds do not play and I cannot address the loco.
Anyway to fix it or should I consider a replacement decoder like a tsunami eco 2 or a loksound decoder?
