Some ESU decoders have a weird quirk:
F10 is documented as doing nothing. However, if F10 is ON, then you get sound and motor rev with no motion; if you hit F8, you get an engine that runs but is silent.So, see if the engine runs silently if you hit F8. If you get motion but no sound, turn F10 off.

USS Wisconsin could it be my digitrax DCS 50 or the engine and if so do i contact Raido or Walthers?

There is a LOT of information in there! Twice, Jason mentions clearing the Digitrax Slots (Pages 12 and 13) I can only assume you have address 3 selected since you have the sound functions working.
Does F-8 turn the sound off/on? If I recall, maybe it was the FL9? You HAD to press F8 in order to get movement from the locomotive.
By default, all the recent ESU sound decoders are shipping with "Full Throttle" or drive-hold. F3 toggles this on or off. IF you have pressed F3 you might be in Full Throttle mode and IF you are at speed step "0" when it is engaged your engine will not move but the sound of the prime mover will increase.
Try toggling F3 on or off?
Short of these other fixes, try resetting the decoder with a value of 8 in CV8.
My B&O FPA-2s should be here Friday. I'll report back then.

Does that mean what Randy thinks it means, the loco notched up, or does it mean the horn, engine and bell sounded simultaneously with the addition of track power

Don't think there's anything wrong with the system. You're getting power (since the sounds work) and the loco is receiving speed commands (since the engine sounds rev up as you increase the throttle). Unless you've managed to activate the Full Throttle feature in the Rapido's Loksound decoder, which hold the speed steady but uses the throttle to increase or decrease the prime mover. Drive Hold is default on F9 but Rapido could have put it on a different F key - which is problematic unless you have an external throttle since the DCS50 only goes up to F8 on the console.
Loksound decoders usually come with a good bit of momentum programmed in - if you crank up the throttle, does it gradually start to move if you leave it cranked up?

Hi there. I guess the answer depends on how long ago you purchased the item. If you just received it, maybe you should give a phone call or pop an email to Walthers for advice. I would reset the decoder and see what happens (address of engine becomes 03 after a reset).

Hey Guys, You might remember I had that BLI E7 with the issue of not moving and than moving with no pulling power. Well i got back into the game again and bought my 1st locomotive since a Rapido FA(good looking loco btw) through walthers and it got here i put it on the track and oops it dosent move lights and sound works but no movement, tracks fine, but the loco made every sound when i added power to track at the same time so heres the questions, could it be my digitrax DCS 50 or the engine and if so do i contact Raido or Walthers?
