A couple of times Bachmann reps have said the same in the Bachmann forums which you might consider joining.

If you ever fall over in public, pick yourself up and say “sorry it’s been a while since I inhabited a body.” And just walk away.
I don't have a programming track and it won't respond to address 3 so I don't know what address to program.
Did you change CV29 to accept a four digit address instead of the original two digit address ?
Mark.

Did you cycle track power for a total reset? After six seconds the headlight should flash a numer of times and the loco respond to 3. I have done that a number of times.
Most likely, it just didn't take the address as expected. Just reporgram the desired address and try again.

Ok so I recently programmed my E60CP to address 0976. I plugged in that number on my Digitrax system but got no response from my locomotive. It previously worked on address 3, and I tried running it on address 3 but still no response. I tried running it on a loop of ez track with standard D.C. and it worked fine...please help me!
