The answers to your questions really depend on what type of flux it is

I was typing while Randy was posting more than likely he's right some fluxes can be more stubborn and require heavier solvents some fluxes are conductive and some are not.
Get a jar of 99% isopropyl at the drug store. Pout into a shallow pan big enough to hold the board. Dunk the board and carefully wipe it off with something that doesn't shed into tiny little fibers, and for around the components use a soft brush - a stiff brush can wipe small surface mount components right off the board.
None of this will hurt the board - the fux, or dipping it in alcohol. Isopropyl won't hurt electronic components or the board itself, or any plastic bits that might be on it. And if the flux is water based, it should wipe off fairly easily with alcohol.
Take the board out and let it dry - 99% alcohol should evaporate pretty quickly. Waving it around a bit can help, or put it in the path of a fan - but don't blow it off with an air compressor, the air can build up quite a static charge.
Ut OH! I spilled liquid flux on 2 NCE EB1 circuit breakers. Does that evaporate? Will it short it out? CanI clean it off with Alcohol?
