Kato Passenger Car Flickering

I have the CPR corrugated cars from Kato #106-1501, including an observation car with Kato-supplied track-powered tail lights that on my layout show no flicker at all. On that basis I bought Kato 11-211 (v2) lighting kits, and have found that when my other cars are lit up they flicker like crazy. That's disappointing and I'm looking into the various methods posted online for installing capacitance to manage the flicker (especially the solution on the Sumida Crossing blog), but I'd love to know what is the Kato solution embedded in the observation car. I have done a partial disassembly of the car to have a look but I'm not enough of an electronics guru to know what to look for. 

Does anyone here know what Kato uses to eliminate flicker in trailing lights on their passenger car sets?
