 Yes, this one works similar to Tam Valley's DRS in that the signal being transmitted is packets in NMRA DCC format. The difference is the S-Cab system uses its own throttle, Tam Valley's DRS connects to the existing DCC system so that it broadcasts the data via RF instead of the rails. In both cases there is a small radio receiver that connects to an existing DCC decoder.
