You said you have a UR92, which means you must have a DT402D "duplex" radio throttle. DT402D duplex throttles don't like anything under 8 volts on the battery. If the display works when it's plugged in and fades out when you unplug it, that means you have a battery that doesn't have enough voltage. If there is a command station problem, the throttle (with a good battery) when unplugged should display "Idle", not fade out.
To check the battery, put the battery in the unplugged-in throttle while looking at the throttle display. The throttle should quickly flash the battery voltage as it goes through the start up. If it doesn't read 8.0 volts or better, replace the battery.
On the DB150, I would check all the screw terminals. Sometimes they work themselves loose. I would check the power supply voltage into the DB150 as well, and make sure that's correct. Check the toggles on the DB150 and make sure that the right toggle is in RUN and not in OP or SLEEP modes.

Loconet cable or port issue sounds like the culprit here.

On the PR3, do you have a power source for it, to test it in stand alone mode?

Disconnect all loconet cables from your DB150. Put a good battery in your DT402D. Power up the DB150 then test the two loconet jacks on the DB150 with your LT1 tester. You should see three of the 4 lights lit.
Now remove the LT1 and plug in your throttle. Try selecting an address and running it with the throttle plugged in. It is not necessary to have an actual engine on the track, btw. If everything works without the screen going blank it is time to test each cable one at a time until you find the culprit.

bnsf0823 I have a DB150 command station and a dt402 radio control throttle with a ur92. I am having problems with my throttle when i have a good battery in it and plug it in to the loconet and remove it the display fades out and i cant see anything on it to operate. I plug it into the ur92 loconet jack and i can operate the throttle but when i pull up a locomotive number to run it nothing happens. The throttle displays everything that im entering into it but the db150 is not responding. I have tryed reseting my db150 and still same thing. I plug the throttle into the db150 and the display shows a voltage and then fades out to blank. I am getting frusterated with my digitrax system. Im not sure if its the db150 or throttle or both. I have my layout blocked out in three sections all connected with circuit breakers. also my pr3 extra is not working when trying to program locos. It keeps giving me a code 306 which is command station not found. I checked my com ports and look like everything is good in my preferances so i cant figure that out either. no one is responding to me in jmri yahoo group. I dont know if my pr3 extra is bad or db150 im pretty sure my throttle is not working correctly. Please give me some ideas on how to diagnose these issues. thanks Scott

Try a brand new battery. Those 402r do not like a slightly down battery. Several guys at the club had the same issue. After testing the "good" battery was slightly low, yours may be doing the same thing.
