I recently installed a LokProgrammer to use with the many Select decoders I have installed. Since I don't know if there are differences that may apply re: the 3.5, I won't attempt to answer with specifics so I don't start confusion.
Like you, I found a need to understand the "procedure". I inquired on the Yahoo ESU LokSound user group, and got helpful answers. You have to join the group I believe to see it, much less post a question. If you go there, my post "Procedure to Load Sound File in Select Decoder was dated 2/9/16. I'll add the link in case you can go there without an account:

I really like the Selects, only $80 for the 6Aux version, which I hard wire. I've ordered most loaded with the file I wanted (loaded by the vendor) but enhanced my (NCE) setup early this year, adding a program track booster for use with the NCE and the (on layout) program track, as well as the LokProgrammer so I could change decoder sound files. An example, I upgraded an E6 that had the prior file to the recently released dual prime mover file.

No, I chose from the 3.5 sound files for USA and diesel. I am not sure if my decoder is 16 bit, however.
Are you using a project meant for the 3.5? You can't load 4.0/Select projects in a 3.5 decoder.

How do you load a sound project (EMD 567 12 cylinder) into a LokSound 3.5 decoder using the LokProgrammer? I am attempting to change the sound files on an existing decoder installed in another engine (Alco sound files at present).
