The Bachmann EZ Command does not have a voltage adjustment. It is 14 to 16 VAC rating.
What type of meter are you using?

Some lower end systems don't have a voltage adjustment - much the same as the old Atlas Commander. You can however use bridge rectifiers to lower the track voltage as shown on the Atlas site ....

I did just that when I had my old Atlas Commander and it worked like a charm. Each pair of bridge rectifiers will drop your track voltage about 2.5 volts. In your case, adding three pair (three on each leg) wired as shown in the link will drop your output voltage by about 7.5 volts, getting into the range it should be.

Check your command station settings or preferences. These are usually buried in the documentation, as most only need to use them when setting up a layout or to deal with rather specific issues. Voltage adjustment is usually one option.

can a dcc singal damage my engines? there is no way of changing the voltage. is there somthing i could do to lower the voltage?
22 to 23 volts is way too high ! There will always be intermittent voltage spikes in a system - none are perfect - and a spike on that would easily damage a decoder. Is there a setting on the EZ Command for "scale" ? That voltage range is what you would use with O Scale equipment.
Not sure, but the flashing could be an indicator of over-voltage.
its the bachmann flashing every few minutes. the hiesler has a loksound. but could this damage my engine? thats all i really need to know

The EZ Command system should not be as high as what you measured.
What light is flashing? The Bachmann, Rivarossi or the EZ Command system?
The Bachmann onboard has a EZ Command decoder.
What does the Rivarossi have for a decoder?

i recently got a bachman 50 ton class B climax. every time i have it idle and run a rivarossi heisler the light flashes. i dont know what it means but it concerns and annoys me. please help!
