2 questions:
What are you trying to program?
Which cable are you using, flat or coiled?
Are you using "Programming Track" mode? You can't read CVs on "On the main programming" mode.

I usually ignore that message and continue with the setup. Why do you need to read a CV if you're going to change it, anyway. I usually have no problem if I go ahead and change the CV even if the Powercab can't read it.
The brand of decoder is another factor to consider -- some don't allow a CV to be read or changed.
