TCS and Digitrax make small decoders. Slightly larger than a dime.
In 2015, Bachmann is coming out with a 1870's 4-4-0, sound and non sound.
The Favorite Spot has them in On30 and HO. Sound and non sound. I just looked.
There might be other sources.

I have done it. Put an N scale decoder in following the decoder instructions.
Look for an old Mantua General. Convert the trucks to standard trucks with proper wheels.
I put a small can motor in the tender of my General.
Put Kadee springs on the trucks for all wheel pickup.
I also did a bachmann 1870's and a IHC 1870's.

Yes, DCC can be added to one. There are decoders smaller than the head of a dime.

This is a kitbash/scratchbuilt N SCALE camelback done by a friend of mine, you can see the decoder sitting there on the tender where the coal load will go. An HO scale 4-4-0 is massive next to this thing. The boiler is filled with weight, the motor is in the tender under the decoder. He has others with slope back tenders that ALSO have decoders in them - like this one, decoder and motor are in the tender. Just with even LESS space.
