Try pressing PROG/ESC until you see SET CAB PARAMS. That should allow you to clear the slots and reset the slots to two locos.
Duker I have a NEC Power Cab.
I have a NEC Power Cab.
Slight correction, you have an NCE Power Cab.
The original Power Cab, version 1.28, only permitted two locos in the recall stack.
In the current Power Cab, version 1.65, up to six locos may be stored in the recall stack.
So, you have the newer version.
Press the PROG/ESC key several times until you reach the 6th program shortcut, Setting Cab Parameters.
Show Track Current will appear on the screen. Press 1 and continue.
Number of Recalls will appear on the screen. The number of recalls currently in the stack will be shown.
Key in 2 and press ENTER.
You now only have two locos in the recall stack.

If you only want the recall stack to access two different locos, then do as rich says.
If you want the ability to have the maximum number of recalls but only have just the two locos show up, then all you have to do is "select loco" and enter zero at each loco slot where you don't want a loco. Then when you are scrolling through the stack, you will have a number of available empty locations that you can skip through until you get back to the one you want.
With the recall stack set to 6, another option to have only two numbers show up is to program each number 3 times; i.e., enter locomotive number 1, then locomotive number 2, then 1 again, 2 again, etc. until all 6 slots are used. Then the recall button will scroll between only two numbers.

Yes, that works. Unfortunately if you start one loco moving and then re-select it from one of the alternate slots which show it as stopped (or moving in the opposite direction), all sorts of undersired stuff might happen.
