I have an MRC Tech II that has developed exactly the problem you describe -- trains cannot be stopped because the pack continues putting out significant voltage even with the knob turned fully off, so this may be something fairly common with the Tech II as they get older.

I am using a tech II and a tech 6.Thank you for your input. I will try to isolate the problem tonight.

Michael,

If I may make a suggestion: Disconnect your power pack from your layout and with a meter test your variable DC output to track,to see if you have control. if you have no control, you just found your problem, some circuit in your variable output went south. All the rest is heresay.

Michael,

What power pack are you using to control your locomotives and how old is it?  Was it working fine exactly as you have it setup now?  Or, was this after you hooked the power pack up again to your track?

Thank you for the input.

Both my DCC and DC Locomotives were running fine. Then all of a sudden I lost the ability to control th speed. Even the speed on my DC locomotives cannot be controlled.

Despite all the hyperbole claiming otherwise, no DCC equipped locomotive ever runs right on DC power.  If you're not going to convert to DCC, you should remove the decoder.  That's why most manufacturers of DCC equipped models include a jumper plug to replace the decoder.

Yes I am using both DCC and straight DC Lococmotives

I have a DC train layout. All of a sudden my trains will only run fast. I cannot slow them down.

Any advice.
