My new HO shelf layout will be mainly Peco code 83 flex and turnouts. After seeing the prices of new turnouts, I want to use all my old W/S "DCC friendly" turnouts and shim them up yto Peco height.

Which Peco product, insulfrog or electrofrog more closelymatches the electrical characteristics of the W/S dcc turnouts I already have? Or maybe a combination of the two depending on location? Like sidings or crossovers, switchbacks etc.

If the WS are indeed 'dcc friendly', they are the same as the Peco Code 83 Streamline Insulfrog turnouts, Bruce.  You can use regular joiners, but you'll have to shim and solder to get the height to match in some cases.  A pain in the patoot...
