For people that search and find this. Mine was like his but frozen all the time. Could "reset" cab but no buttons worked and wouldn't go into working mode. Did what he said and just pulled it apart and cleaned the area and put it back on making sure to smoothly press around the connector and loosely screw in the rs232 screw things. Turned it back on and back in business. Thanks a lot for this post.

Glad to hear the problem solved. This was an issue about five years ago where quite a few command stations were shipped with loose chips and boards. How old is your system? How has it been operating in the past? How often is it used? If it is relatively new maybe NCE should be contacted for a quality control check.

SOLUTION FOUND:
With the upper circuit board installed apply power to the Power Pro box and check for normal operation.

Some units had loose chips in the hand held. Remove the battery cover and unscrew the back of the throttle. Press the chip back in and plug it in and test it before putting the cover back on.

I can reconfigure the PROCAB as described above but then is hung once the PROG/ESC step is completed. Other than that I see no reset. Is there a manual option (open up the box and press something) that will be an override?

NOTE: If
you program the address to zero the cab will reprogram itself to the original
factory values, including the cab address, which will be set to 2
From page 66 of the command station manual, http://www.ncedcc.com/images/stories/manuals/sysman07.pdf,
If you press “28882” at the “SET CMD STATION”
prompt the command station will be reset to all original factory settings.
I understand that you have the cab tethered . However, is it plugged directly into the command station, or is it plugged into one of the fascia UTP panels? If plugged into the fascia panel, plug it into the command station directly and see what happens.

Do you have only one cab, or more than one?
Try plugging the cab directly into the command station and see what happens.
Rather than,turning it off, unplug it,wait a minute and plug it back in,,worth a try, anyway...
I have a wireless,signal,router that will sometimes, loose it's signal and unplugging it always works..

Yes, did the reset. Still on the same screen.
Try turning it off for a minute or so, then back on again. Sort of like re-booting a computer. It may not work but it is easy, quick & free.

Just got my NCE Power Cab Thurs and haven't had much time to do things with it, other than make sure a train ran, bell and whistle worked. It does seem to me that somewhere in the material was a way to reset things, if they got out of sync. Sorry, but I haven't worked with it enough yet to remember where to go back to, to look for the solution.
You could try contacting NCE or your local service center on Monday, but that leaves you frustrated for the weekend.

Thats weird. Did you try to reset the system back to defaults? There's an option there that can reset the entire system. Its in the manual.

I switched on the NCE Power PRO system this morning and the handheld Cab (teathered & not via iR) did not start up in Normal Display but in the NCE PROCAB V1.3 CAB ADDRESS=2
The loco is sitting stationary with power and sound.
I tried the SELECT LOCO while replugging the cable to the CAB. It allows me to Set Address 2 (or whatever) and advance to next screen etc. But when PROG/ESC it returns to the NCE PROCAB V1.3 CAB ADDRESS=2 and the CAB is locked up. Push any button and it wont respond.
What do I need to do to get back to Normal Display?
