I have 2 Bachmann locos with the Sound Value Soundtraxx decoder. This decoder does not implement CV 113 for Quiet mode. As such the locos will power up with sound whenever the layout is turned on. You can read and write to CV 113, but it has no effect.

This was driving me crazy.... I found a solution on trainorders.com.

Set CV 116 "Exhaust control" to 15 instead of 39. I tested it last night and it works just fine. The loco will remain silent until you select it and apply speed steps.
