Since we don't know what type of lights (incandescent or LED) or how long you want them to flash after the horn stops, we can't just throw some CV values out there.  This programming is covered in the Soundraxx Diesel User's Guide, pages 29-33:

Try CV39=6 and CV40=0.Then both ditch lights should turn on with F5,F6 then becomes unused.Then to have them blinking alternately with horn,set CV51=169 and CV52=185.This should work.

You don't have one of the decoder CVs set correctly.  Download the Tsunami Technical Reference Manual from the SoundTraxx web site and read through it.  Two CVs are involved in setting up ditch lights because two different function wires are involved.

Hi Guys, need your help!!!  I installed a Tusanmi KT1000 decoder in a SD70, after installing the decoder I soldered in the wires for the ditch lights per instructions I then put the unit on the program track put power to it an the ditch lights worked I then programmed the ditch lights to operate when horn is blown the problem is one ditch light works the other does not.
