The type of loco doesn't have anything to do with it. What's under the shell? What brand of decoder is it? You may need to use "blast mode" programming. In order to use this, change OpSw7 to "c", then go through the DIR programming sequence.
Make sure you remove ALL other DCC locos from the track; otherwise they'll be programmed also. Here's a link to the step-by-step:

On Digitrax systems, leading zeroes are not significant. They will only ever treat an address below 128 as a "short" address.

Randy: Thanks for the help. Changing cv1 has not worked so far it does not seem to hold the 020 ads. I will keep trying as I must be missing something. Have not tried the longer method yet. Not sure what you mean by entering the unused numbers. Have never tried changing cv's till now. Old guy with new thing! Thanh again for the help. Roger
When using Ops Mode you skip the steps about readign CVs, you cannot read CVs in Ops Mode.
Normally you cannot program a different short address when a short address is avtive, nor change the long address when a long address is active. However, the way aroudn this is to REMOVE ALL OTHER LOCOS except the one you ant to program, select address 00, then press the prog key untilt he display says Po for Ops Mode. Select CV1, and enter the desired address. then CV-WR to write it.. That should change your address to the desired one.
The long way around is to use a CV17/18/29 calcualtor and set the loco to any unused long address (liek 1234) using ops mode, after selecting address 3. Set CV17, then 18, and lastly 29. Now select the loco on the new temporary long address and verify it runs. Now set CV1 to the desired short address, and reset CV29. 6 will work or if you don;t need it to operate on DC< you can use 2.
You can also try directly programming CV1 on the program track - don;t use the address setting instructions, if the loco currently works on address 3, then CV29 is set for a short address. All you need to change is CV1, which holds the address.

I am trying to change a Paragon 2, NW2 diesel engine from the default of o3 to the 2 digit engine number. This engine also has sound.
Per the operator's manual, this can be done on the main or the program track.
With my DCS50 I have tried on both the main and the programming track using the page,Dir and ops mode function. I keep getting a DND reading which seems to mean an "Open." circuit. I have tried the capacitor that I have read about but to no avail.
Does this mean I need a PR3, I think it is, or some other piece of equipment? I seem to be able to program non sound decoders with the zephyr, but even that was after several tries.
