If I purchase an Amtrak Silver series passenger car with illuminated interior, What will happen when I put it on my DCC layout with my NCE power cab. ( not Pro cab)
It will light up. At full brightness. It might be too bright, since if meant for DC it is expected that you would not be running at full throttle (voltage) all of the time. It will be on all the time, even parked on a siding unless you have installed a means to cut off the power.

No, the light will remain constant provided there is good contact between the wheels and the light board.
Clean wheels help also.

The DCC light board also be on cosntantly, the main difference with a light board that says it is for DCC is that it is designed on the basis that it will always have full power, and that power is square wave AC and not DC. In other words, both will work, but since the DC boards generally aren't designed to be run at full power all the time and the DCC ones are.
