You might investigate JMRI's Decoder Pro, a PC program that simplifies decoder programming. At least it does for me.

Having just set up my first DCC system, I'm trying to program these Intermountain FP7's to use "rule 17" lighting, as opposed to the factory automatic directional lighting.  Really, all I want is to have "on/off" control of the headlight, instead of it going on/off by itself (depending on direction of travel/neutral state).  They have the original QSI Quantum decoders in them, no updates or upgrades have been done.  I believe, after reading the QSI website, these are the Q1a decoders.  The document center seems to be geared for the Q2 decoders and upgraded firmware.  I've tried the steps outlined for this (I think for the Q2 decoders), and my decoders don't seem to accept the programming.  Any ideas?  Thanks in advance.
