Thanks Pete. I removed the top of the tender to discover not button.  I did not look for a reset jumper.

I'll check that out.

I do appreciate the info.

 The original Paragon had QSI decoders and the infamous magic wand. The best way to reset these is using the 3 CVs listed in the manuals. The magic wand rarely worked. Documents can be found here.

  Some of the later QSI decoders had a jumper plug for resetting. Some had a momentary push button for resetting. Yours may have the push button. Place the loco on an un-powered track. Push and hold the button and power up the track. Wait until you get the confirmation toots or beeps or even sometimes a recorded voice saying reset. If it works this way you are lucky. Sometimes you can hold this button till your arm falls off or you die of old age. The 3 reset CVs always work.

The switch under the hatch may be for turning off the smoke. The manual reset button is on the circuit board. Remove the tender cover and look for a very small button at one end of the board. That is where it is on my Cab Forwards.

Has anyone located the reset button in the tender of the BLI 2-10-2?  I don't have a schematic of the tender or engine.

Also, there is a trim pot and switch under neath the tender hatch.  What is the switch utilized for?
