JMRI. It's free. You will need an interface to connect your computer to your Digitrax system, either a Locobuffer-USB or PR3.
As STeve mentioned, you still need hardware to do block detection. With the appropriate hardware it can send detection messages to JMRI which can then act on it by displaying indications, operating turnouts connected to stationary decoders, or seting signals connected to signal driver boards.

Keep in mind that block detection is actually done by hardware. What you do with that block detection may require software, but the detection itself is a hardware function.
