First off I would do a reset. CV8=8. I have some new digitrax decoders do that.. take a lot to get going or on the first click the train takes off at warp speed. Now I do a reset first thing and then adjust the start mid and top end cv's as needed
Acceleration is CV3
Deceleration is CV4
Start with CV2, this is the start voltage CV. Use Ops Mode programming - select the loco on your throttle, and adjust to speed step 1 or 2. The Press the Prgram button until you see Po for ops mode. Turn the left knob to display CV002= and then turn the right knob to a value to try. Press ENter to program that value. Start with 5, if it doesn;t move, try 10, then 15, until it moves. Once it moves, try one value lower until you find the minimum at which it will creep along reliably.

Well, I'm certainly not an expert on such things, but I looked at the instructions for the DH123D decoder on the Digitrax website and that refers you to the Digitrax decoder manual: http://www.digitrax.com/ftp/Decoder_Manual.pdf
If you scroll down to index item 6.3 it says that CV2 is what you need to be adjusting for V start.
Have a Digitrax DH123D decoder in my Athearn AC4400 and also some other SD40's. I have a Digitrax system. When I run the loco's with this decoder I dont get any movement until about throttle position thirty on my control. Does anyone know which CV's I need to adjust to change my acceleration, etc.? This problem makes it impossible for me to marry these locos with any others. I cant find the answer on the Digitrax website. Thanks!
