Modeling BNSF and Milwaukee Road in SW Wisconsin
Open device manager and plug and unplug the PR3. You should see the device come and go. If not, you do not have the driver loaded properly. Follow the instructions posted on the Digitrax site EXACTLY. Once you see the port coming and going in Device Manager, this will be the serial port to put in JMRI.

digitrax PR3 well not start
JMRI programs it cant find a correct usb port

rrinker Works perfectly fine on Windows 7, 32 or 64 bit. Download the latest Soundloader from the Digitrax web site and that driver is one that will work. I use my PR3 on two different computers with Windows 7. --Randy

Randy is correct, but I'll add that unless Digitrax has updated them recently, the latest drivers are labeled as being for Vista.
However, they will work just fine for Win7, both 32-bit and 64-bit. Here's a link to the download.
The important thing is to follow the installation directions exactly, so that you end up installing the Digitrax drivers and not the Windows drivers.
If you let Windows install it's own drivers, your PR3 simply will not work.
