I went though and changed them to closed and that seemed to take care of them changing. I noticed that some were already set to closed and seen that it is a option when assigning addresses to the switches.
When I installed a DS64 on a module of mine I wanted the switches to be at the same position that they were at before shutdown, all NORMAL. So with all the switches in the normal position I set option switch 06 to the thrown position even though that is the default setting and shut the layout down. So when I powered up the switches again they all went reverse. Setting option switch 06 closed solved that. Closing option switch 08 will just delay the throwing based on the individual switch number.
The DS64 defaults to restoring thigns to whatever the last setting was when they were powered down. I've not seen this happen before, where it just randomly changes to some position. Make sure OpSw 6 is Thrown (the default) to power up in the last known state. You might also try closing OpSw 8 to increase the power on delay, in case commands are being sent out on startup that change the turnout positions.

I run all my turnouts on control-panel toggles, and I still have to do that. Since I operate my layout by myself, there is a high risk that some dingbat left a turnout set off the normal path the day before.
A very high risk. So, this is good general practice for starting up any session, even if all you're doing is running a track-cleaning train.

There is an option switch that you can set so the switches will not throw on power up unless they recieve a command from your throttle. Set option switch 06 to closed. That should do it.
When the DCC system is powered on even before the track power is turned on. The turnouts that we have connected the DS64 Digitrax controllers throw on their own. We have 8 controllers on the layout and it does it with all of them.
For switches we are using the Atlas snap switches and A couple of Kato switches. This is a on a N scale layout.
