I have a HO Broadway Limited GE C30-7 loco.  When power is turned on,it runs at a high speed and can not be turned down.  I tried to put the magnetic wand over the spot on the loco to reset to factory default, but didn't work.  Can someone give me some help??

You have to know where the wand is and follow the directions to the letter.  I actually have a steamer from BLI with a note added by the staff saying the reed switch was moved late in production and is not where the manual says it is. 

If you can't programme the loco, you may have oher problems.  Can't you use Ops Mode, or programming on the main, to set CV29 to a value of 34?  If it is because you no longer know the address, just use address "00", but you must remove all other DCC items from the track system or they will be changed at the same time....if that value is not desired in them either.

Or, open up the shell and look for a jumper, remove it, power up, power down, install it, and power up again and wait for the light flashing.

What you have happening is why I always do a reset first thing, with Digitrax decoders (may be the same with other decoders) is cv8=8.  I have installed a couple decoders fresh from the package and at the first click it is zooming off or I have had it wide open and barely moving.  A reset fixes it almost always.

As Crandell has already suggested, setting CV29 to a value of "34" will turn off the DC aspect of your dual decoder and make it DCC-only.  I had the identical issue with a Blueline Niagara and changing CV29 took care of the problem.

I'll third the CV29 to 34 answer.  I learned the hard way with an AC6000 running full speed into the back of another train after a short.  It's a common issue and the reason why the option exists.
