My P2K H-10 44 has developed a weird hiccup ... when I choose its address, it starts going, then quickly, within inches, stops. Then starts again, goes a few inches, and stops. It's sounds do the same thing: the startup sounds when ti starts, and the shutdown sounds when it quits, and inch or two down the track. any ideas?

Is it consistent over any portion of track you run it on? First I would clean (degrease) the track. My Atlas HH600/660 is somewhat susceptible to dirty track and has done something similar to what you've described.
If tthat doesn't change things then I would perform a factory reset of the decoder. The sequence for a QSI decoder is the following:

Time...It marches on...without ever turning around to see if anyone is even keeping in step.
Try a decoder reset and see if that cures the problem. And make absolutely sure your track and wheels are clean.
One, albeit not likely but possible cause could be a loose wire. Was it dropped? The other suggestions are more likely
As noted earlier, that's a classic QSI decoder symptom. I've had 2 do the same thing. The reset should have you running in no time.
