I would like to know can I program CV's with the zypher? Not really going to mess with much but maybe tone down the sound on the engines a bit.

I have one of the older regular Digitrax Zephers and I program CVs all of the time. I often change the volume between the settings that I use at home and those that I use when the club sets up its modules in a public place. I change the CVs on locomotives with Athearn's MRC decoders and on some locomotives that have had QSI Revolution decoders installed.
Yes absolutely, some sound decoders (such as early QSI) may need to use blast mode on your Zephyr or a programming booster. QSI decoders use indexed CV which involved more steps than others decoders. Now when programming sound decoders I normally use JMRI, much easier and faster.

Mike, I just got my Zephyr Xtra a couple of weeks ago and have been able to change addresses, set up multiple units using universal consisting, and program CV's on both non-sound and sound equipped units. This is my first experience with DCC and so far I am very pleased with the Zephyr.

Zephyr will program any CV. I haven't found a decoder yet that I couldn't program, although I have yet to have anything with a Tsunami. QSI OEM, QSI Revolution, Loksound, Digitrax sound, Digitrax motor-only, TCS, and NCE decoders have all crossed my layout at one time or another and they all worked.

Yes you can program CVs with both the old and the new Zypher. Look at getting JMRI Decoder Pro (free but you'll have to buy an interface). It will make it SOOOoooo EZ http://www.decoderpro.com/
Both the old and the new Zypher have the blast mode programing already installed in it so there is no need to buy pax type booster
