N scale Bachmann Heavy MTN DCC issues

First of all I'm new to the forums as a poster, but had got a great deal of knowledge so far. However a little problem has presented itself. I recently have change era's and have got a zephyr for y command station and it works great. I also have a Heavy Mtn from bachmann and it works great on the factory progrmmed 03 address, however when I follow the instructions to change the address the Z reads back that no decoder is detected. But it does have one and works great on 03.  Any suggestions on how to fix the issue? I also have a utility throttle at my disposal.  I also know its not operator error as I have changed all of my other loco's addresses.

 The cheapy low end decoders also don;t seem to put enough of a load onthe program track for the command station to see the acknowledgement pulses (they must pulse the function instead of themotor or something), so it sometimes helps to put a 1K resistor across the rails of the program track when trying to program such decoders.
