When in doubt do 2 things.
1. Reset the decoder
2. Turn off DC mode

Paragon2 models are geared very slow compared to others.
It took one month to get my GE AC6000 back from BLI. How long it takes is going to depend on how many other models they have to work on.
cacole, i might do that...how long did it take? for now i have this loco in the yard where it belongs and it seems fine. it only did it when i had it out on the mainline running full speed (which is still slow compared to the other locos)

Mobileman, im pretty sure my wiring is fine as i have 4 other locos that run just fine...2 were running at the same time that this happens. it also seems to happen right at the feeder locations.
I had the same problem with a Paragon2 GE AC6000 HO scale model, no matter how many times I reset the decoder and/or changed CVs. I eventually had to send it back to BLI and they replaced the decoder.
Contact them via e-mail, explain the problem, and they will send you an RMA number so you can return it for warranty repair.

I have one also, and it runs just fine (my Wife says it's "cute"). Of course it is geared down to run at more prototypical slow speeds, and that is fine.
No offense meant - but it sounds like there is not enough or strong enough signals getting to the loco. I have feeders hitting the tracks every 3 feet or so, and am running a Digitrax with two 5 amp boosters.
To assure its not track or wiring or lack of power, try putting the loco on an isolated test track or better still, a set of rollers. If you do get to the point that you are certain it is the loco, get on the Broadway-Limited web site and let them know. Worst case, you will have to send it to them, but it will get fixed.

For christmas I got the above loco. it worked great for a few days... but then it started doing weird things... at random times it would just slow down and stop as if I turned the throttle down but I didnt... i would then have to reset the track power and it would go again... Sometimes it would happen after i would blow the horn...
this seemed to be worse at full speed.. if I slowed it down a bit it seemed to be ok. Then tonight... i stopped it normally, adjusted a coupler on another loco then started this odd one...but...it would not move...the engine was running, I could control the lights, horn,,bell, etc but turning the throttle would not make it move, nor did the engine rev up. it was like it was ignoring the throttle commands. i set CV8 to 8 to reset it then programmed in the loco's address (1818) and it worked ok again.
can any of you tell me what was going on/ my other two locos i had on the track at the time worked fine and do not have any of these issues...
