Add a bit to CV2, start voltage, on the B unit until it starts on speed step 1. Run the two together but uncoupled about a foot apart and test to see that they remain approximately the same distance apart. At full throttle, adjust CV5 to slow downthe faster unit. At mid throttle, adjust CV6. When doing an install iwth a QSI Revolution decoder, I noticed it had some momentum effect even when CV3 and CV4 were set to 0, so to get a second loco with a plain DIgitrax DH123 decoder to run with it, I had to add a slight amount of momentum using CV3 and CV4, in addition to making the speed adjustments. I had them runnign together but th enon-sound would reach the new throttle setting faster than the sound unit. The addition of a slight amount of momentum fixed that.

Ok I'm running an n scale Paragon2 EMD E8A and EMD E8B.  The A unit has the factory installed DCC/sound decoder the B unit has a Digitrax DZ125PS.  The A unit starts to move at throttle setting 1 but the B unit starts to move at throttle setting 2 so it lags behind quite a bit.  Can someone tell me how to set the throttle response on the B unit so that it starts at the same throttle setting as the A unit?
