Digitrax has a "sound project" for the Budd RDC which can be downloaded into their SFX series sound decoders.  I'd recommend the Sound Bug rather than the SFX 0416, because it has significantly more volume.  SFX decoders are sound-only.  They will plug into the 165-series motor decoders, or you can simply wire them to the track leads.

To download this, you'll need a PR2 or PR3 programmer from Digitrax.  They're a bit pricey.  You may find an LHS, club or friend that has one and can do this for you if you don't want to buy one.

What scale? HO there are lots of options, N scale it's a little tighter. O scale, just need to find something that can handle the current draw.
