If you do not have a meter to read current, get the below meter. I have three of these. There is a 10 amp DC current option which I use for measuring DC current for my HO scale locos. No model railroader should be without a meter.
I can use the ohms option to check the DCC install for shorts and continuity before powering up.
The meters show about 13.6 volts AC when measuring the DCC voltage at the tracks for my NCE Power Cab.

I recently installed a Digitrax DZ decoder on a steeple cab that uses an old Bachmann 44ton two motor drive
Both motors work and when DC is applied will move the loco in the intended direction.
In DCC I can find the address of the loco, but I can't make the loco move.
Any help?
