 QSI V7 has RTC Regulated Throttle Control and works best with 128 speed steps. On 28 speed steps the locomotive starts in speed step 4 when the throttle is on 1. I have spent a few hours experimenting with a V7 chip in a steam loco. I have found using RTC and tweaking the BEMF I get the loco to go about 1 inch a minute on speed step 1 of 128. Every loco will be different.
