Using Rule 17 dimming, the headlights are too dim. Is it possible to adjust like the TCS decoders? Can't find any info on this.

That actually was the first place I checked and although I've got F0F programmed correctly I did not notice any mention of adjustable dimming.
Look at section 6.10.2, CV62. This is where you can adjust the lamp keep-alive voltage. This is how much power is supplied when the effect is 'off' or 'dim'. The Digitrax decoders aren't as asjustable as TCS, but you can change it.
