OK for starters. I assume the tortoise is going to be used to lower a grade-crossing gate?
Because the input for an FL-2 is DC and it is designed to work with the DT-2, I want to approve that the output from the DT-2 is DC. Use the DC directions for the tortoise. However, I don't understand how one will make the tortoise open the gate (relax) after the DT-2 turns it off..... Unless the DT-2 has a special output for a tortoise that is not mentioned in the documentation that I have access to. The GA-2 says specifically that it has an output for a tortoise.
According the the Circuitron directions that I've seen it does not matter if the input power is AC or DC. Use whatever power supply is convenient in your application.

My Name Richie from Long island NY. having trouble hooking up my tortise switch machines to RR crossing I'm using the MRC prodigy advanced 2 dcc system - with Cirruitron FL-2 (flasher) and cirrcuitron DT-2 (Crossing Detector). Not sure on wiring the tortise and should I be using DC or AC to power machines. Directions that come with Cirrutron are not clear- should I power the cirrutron with AC or DC with Led's at crossing. I hope this makes sense! Please help..
