I found out while doing a break-in run on my BLI NW-2 (from 2006, with QSI sound decoder from the factory) on DC that the engine sitting with the horn honking continually means the engine is getting too much power from the track. (Since I just have a shelf switching layout, I set up an oval of Kato Unitrack to do a break-in run on new engines. In this case, I was using an old MRC powerpack designed more for O or Large Scale trains, so had more power than a typical DC power pack. If I gave the engine too much power, it stopped and started honking til I backed off the power.)
My guess is your engine is reading the 14-16V AC power on your track from your DCC system, and is thinking it's getting that much DC power. As noted, if that's the case, turning off DC compatability should solve the problem.
Is your model an original Paragon with QSI decoder, or a Paragon2 with BLI's own decoder?
If it's the GE AC6000 Paragon2 decoder, there is no magic wand to reset the decoder, but there is a small pushbutton switch on it, which may be stuck.

If it has a QSI decoder you'll need to determine which version it is by querying CV 7, then downloading the manual for that particular version from QSI's web site. IIRC, there are 3 or 4 CVs that have to be set in a particular sequence to reset the QSI Paragon decoder.
I had bought the green AC6000 BLI. When I went from dcc to dc it completely wiped out the dcc board. I sent it back to the company. The did a reset on it and it still was messed up. They said one in 200 are bad. ???? So I got a new one. You may need to send it in. Or buy a new decoder. Sounds to me like you shocked it winkle leavin it on the track when doing another one on the track too. Am I right on that last thing?? But yea new engine.
locoi1sa Kade Did the 6000 come with the magic wand? If so see my first post. If it was dropped or rough handled during shipping it could damage the reed switch that resets the QSI board. When its stuck closed it will reset every time it powers up and also when running. Some of the PCM I1 steamers had a jumper plug that was put on the wrong terminals at the factory for reseting the new QSI decoders. The magic wand reset reed switch is no longer being used on the BLI/PCM QSI decoders for just this same problem. Pete

About 15 minutes ago i had it just sitting on the rails just ideling while i put a decoder in my Athearn GP60M and the 6000's voice kept saying max max max and the horn kept going off! This is the first time it has done this, i took it of the rails and put it back on and it started doing it again. It seems like this engine just wont work right its one thing after another whether its reseting itself everytime its put on the tracks or this! Should i get rid of it? I've had this happen on older QSI decoders where I left DC compatability enabled. Sorry for taking so long! I put a DH123 in the GP60M but i havent even put it on the rails or programmed it yet. Another thing about the 6000 is every time i put on the track it resets itself, its done this since i bought it! How do i turn off the DCC compatability? To turn of DC compatability mode CV29 bit 3 must be off. The most common value for CV29 is 34, which disables it.

Check the reset switch to see if its stuck closed or if its one with a jumper plug it may be in the wrong place. If its the magnet kind of reset it may be stuck or defective. If not then try a manual reset and try again.
