I've got an SD40-2 whose sound won't come on until I start to move the throttle. Engine is DCC equipped. Is there a way to have the engine sound stay on regardless of throttle speed (i.e. - engine sitting in yard, idling away)??

You can try setting CV201, 202 and 203 all to 0. Their normal values are 4, 12 and 20 respectively. The full programming manual can be found at:

Try a reset first. CV8=8 on the mainline. Do not reset on the program track it will not work. My Blueline J1 did the same thing after someone ran a closed switch and shut the booster down. A reset fixed the trouble.
The Blueline decoders will only startup when function 9 or a throttle start. If power is taken away then you have to wake the sound decoder again. If power remains on the rails then it should idle on speed step 0 with random sounds.

thanks - so the bluelines will not turn on without throttle first being turned up then back to 0?
I cannot figure out how to program the thing in Ops mode anyway....I have a digitrax decoder attached to it.

Yes
Follow the instructions that came with your DCC system for ops mode programming. It does not matter whos decoder is installed. That decoder may be reset also.
BlueLine sound decoders have engine shutdown and startup function commands.
Read the documentation that came with the locomotive. Pressing F9 is how you shut down and start up the prime mover on BlueLine engines.
If you remove the locomotive from the layout or shut down the layout when you're not running, the BlueLine decoder goes into the "shut down" mode. Pressing F9 will restart the motor.
