Not strictly correct. The DH165L0 does have an 8 pin plug - it is designed to plug into the 8 pin socket on P2K locomotives by replacing the original board. However you probably couldn't physically plug a DH165L0 into an 8 pin socket on say an an Atlas locomotive and even if you could the lights probably wouldn't work as the DH165L0 has a low voltage output to suit the P2K lamps.
Perhaps the original poster could explain why he has asked this question. I wouldn't use a DH165L0 in anything other than a P2K loco.
The 'L0' decoders are specific for use in P2K engines. They have on-board resistors for the lights in the engine.
