 i put a dz 123 in and soldered the wires to their places on the board according to the instructions, when i power up the engine the headlight and tender light stay on ,even when the engine is not in use. how do i fix this?

Use the function key to turn off the lights.  I don't know what system you have but F10 controls the lights on/off feature.  Now, If you're saying that even using F10 doesn't work, then that's another issue that I may not be too familiar with.

 F10??    Function  0 on my digitrax system.  on some sytems they print a bulb on the controller by the 0 button to indicate the function.  you may well be able to remap the light function to F10, but F0 is the default.

The light bulb is the tenth button on my system, so that's why I said what's in red.  I suppose I could have worded differently, but either way, you corrected it.  It's F0 for lights OP, not F10.

i see what you mean about it being the tenth button, it is under the 8 button on the DT400, bit like a mobile phone key pad.
