Towards the bottom of this page, you'll see an item called Universal Strobe Simulator. Click on the "examples of use" in the box just to the right of the item description, and it mentions the F40PH locos' dual strobe lights and other examples. I don't have this simulator, but I have purchased other things from this place before. They ship fast and they have a pretty good stock of useful lighting products.
