A cab 04p will work fine with a power cab. The power cab will have to stay in the left socket of the PC panel. The other cab will go in the right socket and you can still add another UTP at another location for the cab 04. Another thing to consider is the SB3. With one of those your power cab can be unplugged and moved with the train.
One thing I have been thinking is for a few dollars more is buying another Power cab and using it as a cab and leaving one PC panel at the workbench.

I have a NCE powercab that I am delighted with. I have converted a few loco's to DCC and they are great too. NOW I want to add additional control points (plug in fascia things) and get another hand held so 2 people can operate at the same time. There is something about the second (right) port of the powercab plug in that you can add a controller there? I do not need a booster yet, just want to run 2 trains with 2 guys with 2 handheld controllers.
