Follow the link, bottom of page shows the dummy plug (DP). Remove H4915 (DCC01) and put the DP as shown in diagram. But you do not have too. Locos are shipped out with DC compatibility active as a default, usually.  This is an NMRA requirement.

Oh and love that thread !...  They (Bachmann and BACH-man) are still debating the issue it seems.

you do not have to do anything to run the DCC oc Board locoa on a DC layout, you can however if you really want to, unplug the decoder and plug the two jumper plugs into the same holes that the decoder came out of,

When a locomotive says "DCC On-Board", such as the new Bachmann American Freedom Train GS4 can it be used on standard DC cab control with no adjustments.  The locomotive came with 2 small clips but the instructions are a little "thin" and I don't want to screw up the engine. A small diagram with the engine calls them "dummy clips" but don't say why, when or how to use them.
