It's not the 28 vs 128 speed step. There is a cv which controls the scale miles per hour vs speed step conversion, but I guess it is not accessable if speed control is not enabled. Next time I'm at my friends layout I'll ask him what the engines are that squeal. They may be another manufacturer completely.

The QSI functions in a more automated way. As posted above the speed must be over 40MPH so the auto break/squeal/flang kicks in and is applied when loco drops below 20MPH. It can also be applied via F7 key (default). F7 has several different functions depending on throttle position, momentum setting, speed table.
QSI is a little too complicated for I who does'nt have one. Best suggestion is read the book as I did, out of curiossity.
Tsunami CV for auto break are under ASC table in DPro (CV 196-198). The break rate is set under advanced " F11 braking rate " (CV 61) and it can be re-mapped (F key).
My QSI decoders only squeal automatically upon descending from above 40 scale mph, and then only as they are nearing 20 scale mph or so. If I maintain speeds below 40 scale mph, I don't get a squeal all day unless I press F7.
I am unaware of a CV that could change the sensitivity, but speed table settings might be a solution.
Edit- I just looked through my manual and found that when the engine is under way at any speed, pressing F3 will activate brake sounds. I haven't noticed such a thing before, but that is what the manual says. The paragraph, about flange and brake squeal, does not offer a CV for altering this function of any other dealing with automatic brake sounds.
Shooting and Modeling: seems like an unlikely combination, but I really got into model railroading because I have a friend on the pistol team who is a big time modeler.
I think the issue here is going to turn out to be the 28 vs 128 speed steps. There is a SMPH conversion factor CV that I could try fiddling with. I think I'll also give a try to setting my throttle (NCE PowerCab) to 128 steps and see what happens. I think step 40 of 128 will end up being 40mph, which is enough to get the squeal. Maybe still not useful in the yard.
I don't know about the automatic squeal, my #360 0-8-0 doesn't go fast enough in the yard to squeal unless I hit the button through a #4 turnout to show some quest. I noticed on your profile you do Bullseye. I do PPC and Highpower Rifle.

Yup, F7 does activate the squeal as expected. It's the automatic squeal that's acting weird.

I run NCE Power Pro and on my throtle if you hit F7 you get all the brake squell in the world.F3 gives me coupler sounds. You might try that.
I was fiddling with my p2k 0-8-0 with factory sound tonight, trying to get an automatic brake squeal out of it. I did, but I had to crank it up to speed step 28 of 28 to get it. Is this typical? It doesn't seem too useful that way. I know I've heard break squeal at much lower speeds with other sound engines. Maybe has something to do with 28 vs 128 speed steps?
