You could use the powerpack to test dc engines before decoder install.

You are right. Something does have to power the DCC system. However, you don't use a DC transformer to do that. DCC systems require specific power demands. For the Powerhouse Pro 5-amp - radio or tethered - you'll need the P515 power transformer.
If you use something else that doesnt have the correct regulated voltage, you'll fry your components. Spend the extra $20-$30 on the right power transformer. You'll be happy you did.
