I answered you in the Layouts.  Try CV 116 and input a first value of 180.  If that is too slow, try 190, and so on.

Here is the manual for the OEM Tsunami decoder:http://soundtraxx.com/documents/manuals/OEM%20Steam%20Users%20Guide.pdf. On page 32-34 it talks about setting the Auto Exhaust mode and rate.

 Hi! I have a DCC/Sound Bachmann 2-8-0 with Tsunami sound. The problem is that the locomotive speed is too fast for the sound. What cv's do I need to change. P.S. I checked the CD that came with it.
