Quick question can these Paragon4 engines run on 16v because i run it on a simple controller 16v and some bachmann ez track and it seems to be making noises as it should but is jittery in running any help would be appreciated thanks
It should run on DC, but it takes lot of voltage to get it moving. Check the voltage on the track with a voltmeter, and make sure the track and wheels are clean.

Modern drives and sound systems on DC should not take more than about 10 volts to get moving, maybe 11. The ampifier should start driving the speaker near 6-7 volts, typically. I think your locomotive has a problem.
