I wrote you a bibliography on information for #1928 but the server ate it when I attempted to submit it. Here we go again...

ATSF series #1900-1959
built 1905-10 by American Car & Foundry 60' mail storage
(looks like a baggage or express car but used for handling full bags of mail between post offices, OR carried next to a Railway Post Office car (RPO) )

60'9"length according to 1943 Passenger Equipment Register
originally built with wood sides, steel underframe (fishbelly center sill)
pix #1900-1959 series Warbonnet (publication of the Santa Fe Rwy Historical and Modeling Society) 2nd quarter 1997 p.23
#1920 scale elevation drawing as storage mail Head End Cars of the Santa Fe Rwy (1999 edition) p.34
ex-#1928 as work service #197186 (converted 1960) Head End Cars p.35

The observation would have been a 4-1 "Vista" series observation during the time period you mentioned. I don't believe these cars were numbered in the capacity you are looking for. That explains why the number makes no sense. It looks as if Lego took a little creative liberty in this case. I guess they made up numbers for the cars that were not actually numbered.

606 is the diner, 503 is the dome, 66 is a "Regal" sleeper (Regal Lark), 1340 is a dorm/lounge. THose I know off the top of my head. I will research the other two.

Edit: it would appear that #1928 was a heavyweight baggage car, and I can't find anything on #2417.
