According to the Canadian National Color Guide to Freight and Passenger Equipment Volume 1, it looks like they began painting Ballast Cars orange in 1961.
The earliest cars that I've ever seen in orange were brand new ballast hoppers in 1976. Try Fallen Flags website for pics.

I AM LOOKING FOR GTW/DT&I BALLAST HOPPER INFO. FOR THE EARLY 1980'S. ALSO THE BALLAST HOPPERS USED BY THE DT&I THAT WERE ABSORBED BY THE MERGER OF 1983. LOOKING FOR PHOTOS, CAR ROSTERS, ETC. WHEN DID CN/GTW START USING THE CN/GTW ORANGE ON THE MOW EQUIPMENT?
