Just a guess. Forward facing horn plugs w/ snow, no noise. Rearward facing horn goes beep.

I'm not sure why that was done. In fact, all of the RF&P E units seem to have that arrangement, at least that's what I saw over on http://www.rr-fallenflags.com.
The ACL units have the same arrangement as well:

In the late 50's when the GG1's had a problem with some very unusual snow for Philadelphia some RF&P and ACL E units made it all the way to Philadelphia on the PRR. Pictures show the RF&P E-8's with a forward facing five tome chime on the engineers side of the cab and a forward facing single horn on the firemans side. WHY????
